Define content, audience and rights
VOD, live or both; licensed or original content; target countries and devices.
A video streaming app typically costs $30,000–$70,000 for an MVP on one or two platforms, $70,000–$180,000 for a full OTT or live streaming app across mobile, web and TV, and $180,000–$500,000+ for a Netflix-, Twitch- or TikTok-scale platform with recommendations, DRM and global delivery. Running costs matter as much as the build: video encoding, storage and especially CDN bandwidth grow with every viewer-hour. This guide breaks down both, by app type and feature, and shows how to keep them under control.
These are planning ranges; your estimate depends on final scope.

| Web | $10,000–$30,000 |
| Android TV and Google TV, Fire TV | $15,000–$40,000 |
| Apple TV (tvOS) | $15,000–$35,000 |
| Roku | $20,000–$45,000 |
| Samsung Tizen and LG webOS smart TVs | $20,000–$45,000 each |
| Feature | Typical cost |
|---|---|
| Video player with adaptive streaming, captions and quality settings | $5,000–$15,000 |
| Catalogue, search and filters | $5,000–$15,000 |
| User accounts and profiles | $3,000–$8,000 |
| Subscriptions, in-app purchases and pay-per-view | $6,000–$15,000 |
| Offline downloads with protection | $5,000–$15,000 |
| Live streaming with chat | $15,000–$50,000 |
| Multi-DRM integration | $8,000–$25,000 plus licence fees |
| Recommendation engine | $10,000–$40,000 |
| Ad insertion (client or server-side) | $10,000–$35,000 |
| Admin CMS and analytics | $10,000–$30,000 |
| Chromecast and AirPlay | $3,000–$8,000 |
Worked example: a 5 Mbps HD stream uses about 2.25 GB per viewer per hour (5 megabits × 3,600 seconds ÷ 8). If 1,000 viewers each watch one hour a day, that is about 2.25 TB a day, or roughly 67 TB a month. At CDN prices that commonly range from about $0.02 to $0.08 per GB depending on volume and provider, delivery alone could cost roughly $1,350–$5,400 a month. Lower average bitrates and better codecs reduce this directly.
| Cost | What drives it | How to control it |
|---|---|---|
| Encoding and transcoding | Minutes of video uploaded, number of renditions, codecs | Per-title encoding, fewer renditions for low-traffic content |
| Storage | Library size and number of renditions | Lifecycle rules, archive old masters |
| CDN delivery (bandwidth) | Viewer hours × average bitrate | Efficient codecs, adaptive bitrate caps, multi-CDN pricing |
| Live ingest and delivery | Hours streamed, latency target, concurrent viewers | Use low latency only where interaction needs it |
| DRM licences | Number of licences issued | Use DRM only for premium content |
| Third-party services | Payments, analytics, chat, moderation, email | Choose usage-based plans early, review at scale |
| Maintenance | OS, TV platform and player updates | Budget about 15–20% of build cost per year |
| Component | Options |
|---|---|
| Ingest (live) | RTMP, SRT, WebRTC from encoders such as OBS |
| Packaging and delivery | HLS and MPEG-DASH with CMAF; Low-Latency HLS for near-real-time live; WebRTC for sub-second interaction |
| Codecs | H.264 for compatibility, HEVC and AV1 for lower bandwidth on supported devices |
| Managed video platforms | Mux, AWS Elemental MediaConvert and MediaLive with Amazon IVS, Azure and Google video services, Cloudflare Stream, api.video |
| Players | AVPlayer (iOS), ExoPlayer and Media3 (Android), Shaka Player, Video.js, THEOplayer, Bitmovin |
| CDN | Amazon CloudFront, Akamai, Fastly, Cloudflare, multi-CDN switching |
| Backend | Node.js, Go or Java microservices, PostgreSQL, Redis, search with Elasticsearch |
Studios and rights holders usually require digital rights management for premium content. Because each device family supports a different system, most apps use multi-DRM:
| DRM | Devices |
|---|---|
| Google Widevine | Android, Chrome, Android TV, many smart TVs |
| Apple FairPlay Streaming | iPhone, iPad, Mac Safari, Apple TV |
| Microsoft PlayReady | Windows, Edge, Xbox, many smart TVs |
App store fees apply to in-app digital purchases on iOS and Android, so pricing and payment flows should be planned early.
| Model | How it works | Best for |
|---|---|---|
| SVOD (subscription) | Monthly or yearly access | Libraries with regular new content |
| AVOD (advertising) | Free with ads, including server-side ad insertion | Large audiences, free content |
| FAST channels | Free, ad-supported linear channels | Broadcasters and content owners with large libraries |
| TVOD (pay-per-view or rental) | Pay per title or event | Films, live events, sports |
| Hybrid | Free tier with ads plus premium subscription | Most growing platforms |
| Creator monetisation | Tips, gifts, memberships, revenue share | Live and creator platforms |
